John D. and Jay L. Gillis Annexation Area 9 <br />SECTION IV. DEVELOPMENT CRITERIA <br />The Annexation Area is an approximately thirteen (13) acre parcel at the southeast comer of <br />Portage and Brick Roads. The other three corners of Portage and Brick Roads are developed, two <br />residentially, and one with a church. Residential uses exist on the balance of the properties on <br />either side of Portage and Brick Roads. One more church is located on Brick Road directly across <br />from the Annexation Area. <br />As a result of the existing surrounding land uses, the use and development of this site becomes <br />important relative to its relationship with the existing surrounding uses. Service- oriented uses that <br />could benefit residents of the immediate surrounding area, should and can be considered as an <br />alternative land use at prominent locations. This particular parcel is one of those locations that, if <br />developed to higher than required standards, can exist as an alternative use. <br />The development criteria noted below are designed to accommodate this use within a largely <br />residentially -zoned and residentially - developed area: <br />A. That all buildings be placed in a "cluster" pattern so as to minimize their exposure to <br />Brick Road and provide a more compact development. <br />B. That the parking areas be located in such a manner that they have minimum exposure to <br />Brick and Portage Roads. This can be accomplished through a combination of <br />landscaping and using the clustered buildings as buffering. Parking areas, to the fullest <br />extent possible, should not be used as a de -facto design element between buildings and <br />the public street. <br />C. That a pedestrian connectivity be established and maintained from east to west, and <br />from north to south. This may be accomplished by either traditional sidewalks along <br />Portage and Brick Roads, or internally as a part of the overall landscape design. <br />D. That the overall design of the site treat the SE corner of Brick and Portage Roads (the <br />NW corner of the site) as a prominent feature for the area in general, and the <br />intersection in particular. This can be accomplished by a combination of landscaping, <br />the preserving of positive natural features, and by subdued signage <br />E. That retention and detention areas be designed so as to be incorporated as a positive <br />landscaping feature in the development. <br />F. That only one entrance into the site from Brick Road be permitted. This will diminish <br />the impact of this higher density development and reduce the number of conflict points <br />entering and exiting the site. <br />
