RESOLUTION NO. 3248 <br /> A RESOLUTION COMMENDING <br /> CHERYL K. PHIPPS FOR EXTRAORDINARY SERVICE TO THE <br /> SOUTH BEND REDEVELOPMENT COMMISSION <br /> WHEREAS, Cheryl K. Phipps has been an employee of the City of South Bend since <br /> 1985, and in her twenty-nine years of public service Cheryl served as Recording Secretary for <br /> the Redevelopment Commission for most of her tenure; and <br /> WHEREAS, Cheryl was responsible for fairly, consistently and completely recording the <br /> minutes of the South Bend Redevelopment Commission month in and month out during her <br /> employment with the City; and <br /> WHEREAS, Cheryl played the leading role in organizing the extremely busy schedules <br /> of the various people serving as Executive Director(Jon Hunt, Sharon Kendall, Jeff Gibney and <br /> Scott Ford)of the Department(under its various names throughout the years); and <br /> WHEREAS, Cheryl served as a dependable and helpful resource for department and City <br /> staff through the many software transitions of the last three decades including dealing with Word <br /> Perfect, Lotus 1-2-3, Quattro Pro,Access,rbase, dbase, Groupwise, GIS, Office Accelerator, <br /> Suite One Agenda and oh so many more we have long forgotten; and <br /> WHEREAS, Cheryl oversaw the coordination and filing of the various documents of the <br /> Redevelopment Commission with diligence,patience and care; and <br /> WHEREAS, Cheryl has spent a good many hours carefully and precisely cataloging <br /> decades of photos of the department; and <br /> WHEREAS, Cheryl mastered use of ArcView and GIS in order to keep exact records of <br /> our TIF boundaries and provide maps in an unending variety of ways; and <br /> WHEREAS, Cheryl's demeanor has always been calm, steady,thoughtful and results <br /> driven in carrying out her duties and assisting staff in theirs; and <br /> WHEREAS, Cheryl has never forgotten the public that she serves, giving unselfishly of <br /> her time for the betterment of the community with no concern for individual honor or <br /> recognition; and <br /> WHEREAS, Cheryl has decided the time is right to: pursue other endeavors including <br /> spending more time with her husband,mother, children and grandchildren;pursuing new and <br /> exciting hobbies; and leave her position with the Department of Community Investment; <br />
