Over the last 2 years the Administration has asked for over $3.5 million for <br />studies conducted by outside consultants on recreating the city. The construction <br />cost is undefined and as a district representative I am curious and anxious to know <br />the return on investment. How many jobs are created, how many new businesses <br />are relocating to our area, how many local construction workers are being <br />employed, how long does this huge investment take to turn around for the benefit <br />of the taxpayer? We two -wayed Lafayette Street adjacent to The Cove at the <br />request of the former owner and former Mayor, Joe Kernan. My question is how <br />many new jobs and how much new tax base has been created in that immediate <br />vicinity since the installation of the two -way street? The answer is zero. I <br />all of us on this approach. caution <br />I hope the Common Council will support this resolution in efforts to make sure <br />we are doing the work of the taxpayer and residents. South Bend is currently <br />under a drastic change in revenue from the State given the effects from HB 1001 <br />along with a federally mandated EPA CSO project that has an enormous cost, <br />raised water rates, higher than most local taxes, and the list continues while trying <br />to conduct basic city services. We would be remiss not to take some time to vet <br />our economic future over the next several months which could impact this city for <br />generations to come.
