TIF Resolution <br />Page 3 <br />6. Determination of whether there is a need to provide that performance goals for private development which <br />received TIF and methods provide for consequences if there is a failure to achieve such goals; and <br />7. Determination ofwhether there is a need fora comprehensive economic development plan to ensure the creation <br />and development of TIF district and projects therein in a more coordinated fashion which is consistent with the <br />economic development goals of job creation and community revitalization; and <br />8. Determination of whether there is a need for periodic review of established TIF districts and projects therein to <br />ensure performance towards economic development goals and cost/benefit analysis; and <br />9. Summary of the impact of TIF districts from their inception through July 1, 2014, on St. Joseph County taxing <br />districts that depend on property tax revenue and whether there is a need to mitigate negative impact to those <br />taxing districts, including development of standards and methods to return excess TIF district funds to those <br />units and the methodology used in such determinations; and <br />10. Summary of whether there is a need for TIF Realignment and established methods addressing the dismantling <br />of TIF districts which are no longer needed and/or address projects there that are not achieving economic <br />development goals. <br />Section VI. Information Sharing: City entities shall share information and cooperate with the commission, <br />including, without limitation, permitting personnel to meet with commission members and testify in front of the <br />Commission. <br />Section VII. Commission Reports: The Commission shall make a written report containing its preliminary findings <br />and advisory recommendations to the Common Council by Monday, November 24, 2014. The Commission shall make its <br />final report setting forth its advisory recommendations and "best practices" recommendations on or before Monday, January <br />12, 2015. <br />Section VIII.
