WHEREAS, Section 16 of the Act prohibits the Commission from proceeding until <br />the Plan Commission Order is approved by the legislative body of the City; and <br />WHEREAS, the Common Council of the City (the "Common Council ") is the <br />legislative body of the City and now desires to approve the Plan Commission Order in order to <br />permit the Commission to continue to proceed with the redevelopment and economic development <br />of the South Side Area, the Northeast Neighborhood Area and the Airport Area; <br />NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of <br />South Bend, Indiana, as follows: <br />SECTION I. The Plan Commission Order is hereby approved, ratified and <br />confirmed in all respects. <br />SECTION II. The determination that the Airport Area Expansion Areas constitute <br />an economic development area under the Act is hereby approved pursuant to Section 41(c) of the <br />Act. The determination that the SSDA Expansion Area and the NNDA Expansion Area each <br />constitutes a redevelopment area is hereby approved pursuant to Section 15 of the Act. <br />SECTION III. The determination to consolidate certain territory of the Central <br />Development Area into the Northeast Neighborhood Area is hereby approved. <br />SECTION IV. The determination to consolidate certain territory of the Central <br />Development Area and certain territory of the WWC Area into the Airport Area is hereby <br />approved. <br />SECTION V.
