All ordinances or parts of ordinances in conflict <br />with this ordinance are hereby repealed. <br />SECTION 5. If any provisions of this ordinance, or the appli- <br />cation thereof, is held invalid, such invalidity shall not affect <br />other provisions or applications of the ordinance which can be <br />given effect without the invalid provisions or application, and to <br />this end the provisions of this ordinance are declared to be <br />severable. <br />SECTION 6.
