AGENDA REVIEW SESSION AUGUST 21, 2014 265 <br />The Agenda Review Session of the Board of Public Works was convened at 10:38 a.m. on <br />August 21, 2014, by Board President Gary A. Gilot, with Board Members David Relos, Kathryn <br />Roos, Patrick Henthorn, and Brian Pawlowski present. Also present was Attorney Cheryl <br />Greene. Board of Public Works Clerk, Linda M. Martin, presented the Board with a proposed <br />agenda of items presented by the public and by City Staff. <br />ADDITION TO THE AGENDA <br />Mr. Gilot noted the addition to the agenda of a request to reject bids to add to the request to <br />advertise for bids for the Wayne Street Parking Garage Fapade Replacement, <br />APPROVE RELEASE OF LOAN AGREEMENT AND MORTGAGE — HARRISON <br />MANAGEMENT COMPANY <br />Attorney Larry Meteiver presented the Board with the above document for the City to release the <br />mortgage for 2811 Viridian Dr., South Bend, Indiana, Tax Parcel No. 025- 1010 - 040022. Mr. <br />Meteiver explained the mortgage was paid off previously and now needs to be released. Upon a <br />motion by Ms. Roos, seconded by Mr. Henthorn and carried, the Release of the Loan Agreement <br />and Mortgage was approved. <br />Board members discussed the following item(s) from the agenda. <br />- Award Bid - Hill and Colfax Avenue On -Site Improvements <br />Mr. Jitin Kain, Community Investment, stated the Redevelopment Commission has approved an <br />increase to the budget for this project to allow the award of the bid. He noted there is an <br />additional private investment on this project of $3,000,000.00. Mr. Roger Nawrot, Engineering, <br />noted the bidder, Walsh and Kelly, agreed to extend their bid to allow for an increase to the <br />budget. <br />- Traffic Control Devices <br />Mr, Roger Nawrot, Engineering, stated the request to lower the speed limit to 25 mph on Basin <br />Street is due to a narrow street with little parking available on one side. He noted the plan is to <br />require a traffic plan included in future bid specs and the developer will cover the cost of the <br />signs. Mr. Horvath questioned if lowering the speed limit violates Statute. Mr. Nawrot stated the <br />Statute allows the City Engineer to lower the speed limit to 25mph without an Ordinance. Mr. <br />Gilot note that anything under 30mph becomes local Ordinance, and over 30mph is State <br />regulated. <br />- Change Order — Vacant and Abandoned Property Demolitions <br />Mr. Toy Villa, Engineering, stated this Change Order is due to some garages left standing that <br />they need to go back and demo. Ms. Roos noted it comes back to the Unsafe Building Act; you <br />can't take it down if the order doesn't allow it. It has to state the garage comes down. Attorney <br />Greene added you have to do what the order says. She noted sometimes the garage is in too good <br />of condition to come down by order, even though the house is considered to be in sufficiently <br />bad condition to require demolition. <br />Change Order — Removal of Lead Based Paint at Ivy Tower <br />Mr. Toy Villa, Engineering stated this is just an increase of seventy -five (75) days due to a delay <br />in the award of the bid. He noted the original awardee withdrew their bid which delayed the <br />award to Interstate Environmental Services, Inc., the current contractor. He noted they are also <br />doing the 41h floor, an alternate in the bid that didn't have dates for the work. <br />- Requests to Advertise <br />Mr. Corbitt Kerr, Engineering, informed the Board that the funding for the Ignition Park, <br />Building Nos. 1 and 2 is through AEDA TIF funds. <br />Mr. Kerr stated they are asking to reject previous bids received for the Wayne Street Parking <br />Garage Farrade Replacement and re- advertise. Ms. Roos questioned if there is a difference in the <br />new specifications. Mr. Kerr stated the previous bid specs included removal of the old wall <br />section, and the new specs require the removal and grind down of the thin set, recovering the <br />panels, which will save money. He noted there were a lot of issues that caused the original <br />specifications to be so heavy, including the method of removal of panels with cranes. Mr. Relos <br />noted it was thought that you could not remove the thin set; it has now been determined that you <br />can. Mr. Gilot asked if they will they be able to fix the faVade before winter. Mr. Kerr stated they <br />will be able to remove it, which removes the liability, but there is no timeline on replacing the <br />fayade. <br />Mr. Kerr stated they are asking to rebid the Manhole Rehabilitation Project with adjusted <br />specifications. Ms. Roos asked how the issue was addressed of no standard size manhole forms. <br />Mr. Kerr stated they are allowing spray on forms, and forms will be an option. <br />
