South Bend Redevelopment Commission <br />Regular Meeting — August 28, 2014 <br />6. NEW BUSINESS (CONT.) <br />C. Airport Economic Development Area <br />(1) Resolution 3229 designating and declaring certain areas as economic development areas <br />to amend the boundaries of the Airport Economic Development Area by adding the <br />remainder of the South Bend Central Development Area, certain territory of the West <br />Washington - Chapin Development Area and certain expansion areas to the Airport <br />Economic Development Area, designating such territories and areas as part of the <br />Airport Economic Development Area Allocation Area No. 1 and approving of an <br />amendment to the Development Plan for the Airport Economic Development Area <br />Consideration of Resolution No. 3229 - Upon motion by Mr. Downes, seconded by Mr. Inks <br />and a majority approval, the Commission approved Resolution No. 3229 designating and <br />declaring certain areas as redevelopment areas to amend the boundaries of the Airport <br />Economic Development Area by adding the remainder of the South Bend Central Development <br />Area, certain territory of the West Washington - Chapin Development Area and certain <br />expansion areas to the Airport Economic Development Area, designating such territories and <br />areas as part of the Airport Economic Development Area Allocation Area No. 1 and approving <br />of an amendment to the Development Plan for the Airport Economic Development Area. Ms. <br />Schey cast a dissenting vote stating that it is because the geographic area of the TIF has <br />increased. She looks forward to the continuing discussion on the matter and may change her <br />mind at her later opportunities to vote on the issue. <br />(2) Economic Development Agreement with University of Notre Dame du Lac (Turbo <br />Project in Ignition Park) <br />Mr. Fielding stated the agreements before the Commission were the continuation of the <br />projects brought to the Commission in June and July. The first is a development agreement <br />which clearly lays out the investment, the timing of the investment and how the investment <br />will be made by the Redevelopment Commission for the Turbo project at Ignition Park. <br />Attached to that document is a copy of the proposed lease which will be utilized once the <br />equipment is purchased. <br />Upon motion by Ms. Schey, seconded by Mr. Downes and unanimously carried, the <br />Commission approved the Economic Development Agreement with the University of Notre <br />Dame du Lac for the Turbo Project in Ignition Park <br />(3) Amendment to Memorandum of Understanding with the City of South Bend and the <br />University of Notre Dame du Lac (related to revenues from Certified Technology <br />Park) <br />Mr. Fielding stated this is a document which amends the Certified Technology Park (CTP) <br />agreement between the University and the City.
