STATE °f INDIANA
GEORG -,/./ GOVERNOR
DEPAR M dF CONSERVATION
Mr. Walter Erler
President of The City Council
310 E. Indiana Avenue
South Bend, Indiana
Dear Mr. Erler:
July 22,1955
I have just had a conference with two of the federal government men
regarding the Japanese beetle situation in South Bend. They are go-
ing to attempt to have an airplane come in and treat between 800 -
900 acres and the cost of this material will run about $00.00,
and I had hoped that the City of South Bend could at least pay 50'wo
of the cost. So far the City of South Bend has not given us any .
financial aid in our work.
This whole trouble seems to have started at the Erskine Golf Course,
and the park officials should have noticed this trouble on their course
and done something about it before it almost got out of hands. We have
done a very good job on the Erskine Golf Course - we cannot find a
beetle there - so, of course, the City Park Board apparently feels
that they have no interest in the rest of the city. This is not
just a problem for our office.
Now I am going to tell you frankly that if we can get the State to
perrait me to spend the money we will treat this area and buy the
material from funds in the Deparyment; but, we have so much other
work over the state, that I feel from now on the City of South Bend
should take care of this situation itself. I am just telling you
this frankly because this may be the situation we will have to face
next year.
If there are any regulations governing the low climb of a plane over
your City, can the Council take care of the situation to permit us
to treat? The material is put on in granular form and there is prac-
tically no dust, and it is not a health problem. The residents should
be notified that if they have dogs and feed them out of doors the
feeding pans should be turned over the day we treat. We will make
a survey to see if there are any fish ponds in the area, and if there
are, we will cover them with a tarpaulin, because, of course, this
material will probably kill any fish in the ponds.
If you have any questions I am sure that Mr. Dale W. Ware, who is in
charge of our work at South Bend, can give you any information you
might desire.
_ I
FNW :awe
