January 61 1953 Mr. Robert L. Huff Director of Planning City Hall South Bend, Indiana Dear Sir: On December 30, 1953 I received your letter dated Decem- ber 14, 1953 pertaining to the petition of Mr. Joseph Vance requesting the Council to change the zone classifi- cation on all lots facing Elwood Avenue on both sides of the street between Huey Street and Johnson Street from its present commercial zoning classification to residen- tial. I was unable to attend the public hearing on December 10, 1953 but did sign the petition of Mr. Vance. ''he doubt in my mind is why it took 15 days from the date of the letter to going into the mails post marked December 29, 1953• My views on why the 3 lots at the northeast intersection of Huey and Elwood Streets and the 3 unplatted lots (from the north -south alley east to Johnson Street) at the south- west corner of Johnson and Elwood Streets should be a resi- dential zone are as follows. At this time there are 2 grocery stores in the 2 block area between Huey and Johnson Streets on Elwood and also 6 more grocery stores conveniently located within a radius of 2 to 4 blocks from the afore mentioned avenue. 74here are 2 drug stores, 3 cleaning establishments, 3 hardware stores, 3 bar- ber shops, 7 automobile service stations, 1 tavern, 1 variety store and 2 radio - television repair stores within a radius of 8 blocks of the afore mentioned avenue. There is convenient bus service going north on O'Brien Street and south on College Street and going east and west on Lincoln Way. This bus service would take anyone to any of these business establishments or downtown within a matter of a few minutes if they are not able to walk or own an automobile. The narrowness of Elwood Avenue between Huey and Johnson Streets would only lead to more traffic hazards to our pro- perty and children in this area. This avenue is used as a short -cut by the Bendix, Oliver and Studebaker employees which forces me to bring my own children into the house or yard because of the traffic at this time.
