Huff <br />Director of Planning <br />City Hall <br />South Bend, Indiana <br />Dear Sir: <br />On December 30, 1953 I received your letter dated Decem- <br />ber 14, 1953 pertaining to the petition of Mr. Joseph <br />Vance requesting the Council to change the zone classifi- <br />cation on all lots facing Elwood Avenue on both sides of <br />the street between Huey Street and Johnson Street from <br />its present commercial zoning classification to residen- <br />tial. <br />I was unable to attend the public hearing on December 10, <br />1953 but did sign the petition of Mr. Vance. ''he doubt <br />in my mind is why it took 15 days from the date of the <br />letter to going into the mails post marked December 29, <br />1953• <br />My views on why the 3 lots at the northeast intersection <br />of Huey and Elwood Streets and the 3 unplatted lots (from <br />the north -south alley east to Johnson Street) at the south- <br />west corner of Johnson and Elwood Streets should be a resi- <br />dential zone are as follows. <br />At this time there are 2 grocery stores in the 2 block area <br />between Huey and Johnson Streets on Elwood and also 6 more <br />grocery stores conveniently located within a radius of 2 to <br />4 blocks from the afore mentioned avenue. 74here are 2 drug <br />stores, 3 cleaning establishments, 3 hardware stores, 3 bar- <br />ber shops, 7 automobile service stations, 1 tavern, 1 <br />variety store and 2 radio - television repair stores within a <br />radius of 8 blocks of the afore mentioned avenue. <br />There is convenient bus service going north on O'Brien <br />Street and south on College Street and going east and west <br />on Lincoln Way. This bus service would take anyone to any <br />of these business establishments or downtown within a matter <br />of a few minutes if they are not able to walk or own an <br />automobile. <br />The narrowness of Elwood Avenue between Huey and Johnson <br />Streets would only lead to more traffic hazards to our pro- <br />perty and children in this area. This avenue is used as a <br />short -cut by the Bendix, Oliver and Studebaker employees <br />which forces me to bring my own children into the house or <br />yard because of the traffic at this time. <br />
