Iniedocal Agreement: St. Joseph County PSAP Consolidation <br />(a) The draft operating budget will be prepared by May 31st of each year <br />substantially in the format presented in Exhibit H; <br />(b) The proposed annual operating budget shall be reviewed and adopted by <br />the Executive Board of the Consortium no later than June 30th of each year; and <br />(c) The proposed annual operating budget shall thereafter be reviewed and <br />adopted by the County as part of the County's annual budgeting process. <br />Section 6.02 Budget Amendment. Once an annual operating budget has been <br />adopted by the Executive Board of the Consortium it may be amended as follows: <br />(a) If an amendment does not increase the total annual expenditures <br />established by an approved budget, a modification may be made by the Executive Director of the <br />Consortium; or <br />(b) If an amendment requires the amount approved for the annual budget to be <br />increased, then Executive Board of the Consortium must approve the increase before it may <br />become effective. The Executive Board of the Consortium shall decide if the increase shall be <br />funded from cash balances or from an additional assessment contributed by the Parties. The <br />timing of any amendments shall be completed on a schedule that allows the County to make any <br />corresponding adjustments to its budget in compliance with Department of Local Government <br />Finance ( "DLGF ") requirements. <br />Section 6.03 Budget Reports and Review. The Executive Director of the <br />Consortium shall prepare a monthly financial report for the Executive Board of the Consortium <br />that provides a comparison of Month -to -Date and Year -to -Date financial results, both budgeted <br />and actual. At the end of each calendar year the Executive Board of the Consortium shall review <br />actual financial results and provide copies to the Parties. <br />Article VII. Staffing Plan <br />Section 7.01 Staffing. The County agrees to hire, supervise, pay and discharge <br />all employees as may be required in the management, operation, and development of this <br />Agreement and its purposes. All employees utilized by the Consortium, unless otherwise noted <br />herein, shall formally be employees of the County. Employment with the County shall be "At <br />Will ", and nothing set forth in this Agreement is intended to modify the at -will status of such <br />employment. The County shall comply with all applicable federal, state and local laws, <br />ordinances and regulations pertaining to all employees. The St. Joseph County 911 Fund and the <br />St. Joseph County Dispatch Center Operating Fund shall be the only sources of funds for any <br />employment salaries and benefits provided to the Consolidated Dispatch Center employees and <br />personnel, including health insurance benefits. <br />Section 7.02 Minimum Employment Qualifications and Personnel Policy. The <br />County will develop job descriptions for the positions needed to staff the Consolidated Dispatch <br />Paw-e 6 <br />
