'4y. x 4 <br />RESOLUTION NO. <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND <br />PUBLICLY COMMENDING AND HONORING 3- YEAR -OLD ALEXIS LANGLEY <br />FOR HER HEROIC ACTIONS DURING A MEDICAL EMERGENCY <br />the South Bend Common Council notes that in 1957, the National Association of Fire Chiefs <br />recommended that a single number be identified which would be used nationwide for reporting emergencies; <br />and <br />64 the Common Council further notes that in 1968, 9 -1 -1 was designated as the national <br />emergency number in the United States to be used solely in emergency situations so that callers would be <br />linked directly to an emergency dispatch center, with Canada later converting to this 9 -1 -1 emergency system in <br />1972; and <br />6, on Tuesday, July 8, 2014, Matt Langley of South Bend, fell down thirteen (13) steps to the <br />bottom of his home's staircase and became unconscious; with the only other person home at the time being his <br />little 3- year -old daughter, Alexis; and <br />little Alexis "sprang into action" and ran to the bottom of the stairs and "then went to the living <br />room and grabbed the phone and dialed 9 -1 -1; and <br />Q, firefighters and paramedics from South Bend Engine 5 and Medic 2 were dispatched to the <br />Langley home, where they then verbally coached little Alexis to unlock the front door which had three (3) <br />locks; after which her father was administered emergency care and then transported to a local hospital for <br />further treatment. <br />i <br />Section I. The Common Council of the City of South Bend, Indiana, publicly honors little 3- year -old <br />ALEXIS LANGLEY for her prompt action in dialing 9 -1 -1 so that the South Bend Fire Department could <br />respond quickly to the medical emergency of her father. <br />Section II. The Common Council is proud to commend ALEXIS LANGLEY for recognizing that her <br />Daddy needed help, and in the words of her Dad: <br />"Alexis is one of a kind.
