HEALTH & PUBLIC SAFETY JULY 28, 2014 5:22 P.M. <br />Committee Members Present: Derek Dieter, Henry Davis (AB), Dr. Fred Ferlic, Tim Scott <br />Citizen Members: Mr. Henry <br />Other Council Present: Valerie Schey, Dr. David Varner, Oliver Davis, Gavin Ferlic, <br />Karen White <br />Others Present: SBFD Chief Steve Cox, Michelle Adams, Mark Neal <br />Agenda: Bill 40 -14 Suspending Enforcement of Chapter 4 <br />Article 4 Section 4 -21 <br />Bill 14 -73 Approving Interlocal PSAP (handout attached) <br />Derek Dieter's Health & Public Safety Committee had two bills scheduled for consideration on its <br />agenda. <br />The first bill 40 -14 was Chapter 4, Article 4, Section 4 -21 of the Code for further study and review. The <br />request presented by Michelle Adams, the City's Licensing Director. She indicated as she had in her <br />cover letter filed with the bill, that the aforementioned part of the Code regulated "busking' or <br />entertainment by individuals on City sidewalks, mostly downtown. Entertainers wishing to perform <br />were required to get a license and abide by restrictions in the Code. Michelle said 11 licenses had been <br />issued. Bill 40 -14 would suspend enforcement of the licensing requirement which described as a "pilot <br />program" until further review was completed. A report would be forthcoming before the end of the <br />year. <br />After brief discussion, Tim Scott motioned the bill be sent to full Council with a favorable <br />recommendation. Dr. Fred Ferlic seconded and all affirmed. <br />The second bill 14 -73 would approve an interlocal agreement among the City of South Bend, the City of <br />Mishawaka, and St. Joseph County. The agreement would approve consolidation of Public Safety <br />Answering Points (PSAP) from the current four to two emergency dispatch centers, one new facility and <br />a secondary backup center, that being the current South Bend facility. <br />The goals and objectives of the PSAP consolidation are provided in an attached overview. <br />After considerable discussion the committee forwarded the bill to the full Council with a favorable <br />recommendation after appropriate motions by Tim Scott and Dr. Ferlic approved by all. <br />Derek Dieter Adjourned the meeting at 5:49 P.M. <br />
