UTILITIES COMMITTEE JuIV 28, 2014 5:49 P.M.
Committee Members Present: Dr. David Varner, Valerie Schey, Dr. Fred Ferlic, Karen White
Citizen Members Present: Chris Huff
Other Council: Tim Scott, Henry Davis (AB), Oliver Davis, Derek Dieter,
Gavin Ferlic
Others: Eric Horvath
Agenda: Bill 36 -14 Amend Chapter 17 Article 2, EPA Recommendations
The Utilities Committee was called to order by Chairman Dr. David Varner with all members present.
There was but one item on the agenda, bill 36 -14, a bill to amend Chapter 17 of the Code addressing the
City's Industrial Pretreatment Program.
The Director of Public Works Eric Horvath explained the proposed revisions. He said the EPA required
the City to implement wastewater standards for discharges from significant industrial users. These
standards are designed to protect both the Wastewater Treatment Plant and the St. Joseph River.
Earlier in the year the city adopted standards, submitted them for review to the EPA. This bill reflects
minor revisions to those standards based upon that review.
Other than a few clarifying answers to Council questions there was little discussion.
On a motion by Karen White seconded by Dr. Ferlic the bill was sent to full Council with a favorable
recommendation having been affirmed by all.
Dr. Varner adjourned at 5:45 P.M.
Respectfully Submitted,
avid Varner, Chairperson
Utilities Committee
