4 <br />types of fresh produce items for the local neighborhood residents. This <br />type of facility does not presently exist along the entire length of the <br />Lincolnway West corridor. By having these items available, the <br />Petitioners have designed a store of a larger size. They have placed <br />their priority on having landscaping along the perimeter of the site <br />closest to the adjacent residential homes, as compared with having a few <br />shrubs adjacent to the building. The Petitioners do not believe approval <br />of this variance would be detrimental to any surrounding property. <br />The last Variance request is from the requirement of providing Type <br />"B" Residential Bufferyard screening along the North (Lindsey Street), <br />West (Blaine Avenue) and South ( Lincolnway West) property lines to <br />providing landscape screening consisting of small shrubs adjacent to <br />paved areas and evergreen screening along the North fagade of the <br />proposed building as shown. As previously mentioned, the Petitioners are <br />providing a mixture of landscaping along the perimeter of the site. This <br />also includes providing evegreen screening along the North fagade of the <br />proposed building. This will help buffer the building from the adjacent <br />residential on the North side of Lindsey Street. The Ordinance would <br />require evergreen trees every 12.5 feet along three sides of the site <br />that is adjacent to residential uses. For a site that has three street <br />frontages with residential across each street, that requirement would be <br />quite extreme for any commercial use on a small site. The Petitioners <br />believe approval of this request for improvements would not have an <br />adverse affect on surrounding properties. <br />The Petitioners are also requesting approval of a Special Exception <br />Use as allowed under Section 21 -03.04 (a)(2)(A) Automotive Uses, of the <br />City of South Bend Zoning Ordinance to allow for a Gasoline Service <br />Station facility (without repairs) on property zoned LB Local Business <br />District. Under the "LB" Local Business District standards, Gasoline <br />Service Station (without repairs) requires approval of a Special <br />Exception. The Petitioners believe approval of the Special Exception <br />will allow for the neighborhood residents to have a facility that is <br />close to their homes where they can shop as well as fuel their vehicles. <br />This site is located along one of the City's main arterials with a high <br />daily traffic count. The Petitioners believe the residents would prefer <br />to have a clean, modern facility which combines the ease of shopping for <br />needed items and fueling their cars which is closer to their homes. <br />The Petitioners would state that the proposed use will not be <br />injurious to the public health, safety, comfort, community moral <br />standards, convenience or general welfare. The proposed small Gasoline <br />Service Station should be an added convenience for patrons using the <br />facility. The Petitioners would state that the proposed use will not <br />injure or adversely affect the use of the adjacent area or property <br />values therein. The proposed Gasoline Service Station is small in size <br />and fits with the proposed Convenience /Grocery store. The gas pumps are <br />secondary to the primary use of the property which are items sold in the <br />Convenience /Grocery store. With the proposed new building and <br />
