Mr. Christopher Dressel <br />City of South Bend <br />January 20, 2014 <br />Page 2 <br />A Memorandum of Agreement (MOA) documenting the coalition's site selection process <br />must be in place prior to the expenditure of any funds that may be awarded. It is up to the <br />coalition to agree internally about the distribution of funds and the mechanism for <br />implementing the assessment work. <br />SCOPE OF WORK <br />Symbiont is recommending that the City of South Bend, St. Joseph County, and the City <br />of Mishawaka complete the following USEPA grant application: <br />A coalition assessment grant to evaluate brownfields sites impacted by <br />hazardous substances and /or petroleum products. The grant would <br />provide $600,000 in funding. <br />The activities to be performed by Symbiont as part of the grant application will include: <br />a Writing of the narrative proposal for the grant application. <br />Assisting the City of South Bend with solicitation of letters of support from <br />the State of Indiana, Congressional representatives, and other <br />stakeholders. <br />Assist in establishing a MOA between the coalition members. <br />a Completing other activities, as necessary, to prepare a grant application <br />with the greatest likelihood of success. <br />SCHEDULE <br />The application deadline for the Fiscal Year 2014 competition is January 22, 2014. A draft <br />copy of the application will be submitted to the City of South Bend at least one week prior <br />to the application deadline. It is anticipated that grant awards will be announced during <br />April or May 2014, with a cooperative agreement in place on or before October 1, 2014. <br />The project implementation period to be specified in the cooperative agreement will likely IT I <br />be October 1, 2014 through September 30, 2017. <br />COST <br />O <br />Symbiont will provide the grant application assistance at our risk, with no compensation <br />unless the application is successful.
