M. <br />Committee Members Present: Gavin Ferlic, Valerie Schey, Henry Davis, Derek Dieter <br />Citizen Members Present: Austin Cabello, Patrick Mullin <br />Other Council Present: Tim Scott, Dr. Fred Ferlic, Dr. David Varner, Oliver Davis, <br />Karen White <br />Others Present: Cecil Eastman, Pam Meyer, Kathryn Roos, Marti Wolfson, Kathy <br />Hahn, Joe lams, Ann Mannix, Erin Blasko, <br />John Murphy, Brock Zeeb <br />Agenda: Bill 14 -58 Waiver Resolution for Tire Rack <br />Bill 14 -60 5 Year Residential Tax Abatement for Lincoln <br />Park Development LLC <br />Two bills were listed on the agenda of Gavin Ferlic's Community Investment Committee. <br />The first bill 14 -58 was a request to waive a missed filing deadline for an abatement previously granted <br />to Tire Rack. Kathy Han, abatement coordinator for the Community Investment Department (CI Dept.), <br />explained Tire Rack request noting the company had met all other filing deadlines and had met or <br />exceeded all investment and employment targets listed in the original abatement petition. Mr. Joseph <br />lams, Tire Rack CFO, further explained the missed filing deadline was an inadvertent one, claiming <br />unfamiliarity with the follow -up filing requirement. <br />There being no Council questions or public input the committee referred the bill to full Council favorably <br />after a motion to do so from Valerie Schey which was seconded by Henry Davis and subsequently <br />affirmed unanimously. <br />The Second bill on the agenda, bill 14 -60, was a petition to designate an area in the near northwest as a <br />distressed area eligible for a 5 year residential abatement. In all as explained by Kathy Hahn again, the <br />Lincoln Park Development would grant abatement eligibility for 24 homes. These 24 homes in the <br />Lincoln Park neighborhood would be single family homes built and managed as a cooperative by the <br />owners themselves. <br />Brock Zeeb from Cl Dept. further explained by the City and Ann Mannix, a principal behind the Lincoln <br />Park Development LLC, Ann's turn was next. She used an overhead and handout (attached) to describe <br />her proposal. <br />David Varner, Oliver Davis, and Henry Davis all had questions about how the cooperative would be <br />governed. The brief question and answer session came to a close when Valerie Schey made a <br />recommendation the bill go to Council favorably. Her motion was seconded by Gavin Ferlic and was <br />sent without dissent. <br />
