Staff Repsrt <br />6/6/2014 <br />use categories is designed to protect the residential corridor to the east, and allow a <br />gradual transition to higher intensity uses. The developer must assign the range of uses <br />that will be permitted in each of the five areas labeled "A" through "E" on the site plan. <br />The staff has had several conversations with the developer's representatives on this <br />subject. <br />The staff is not in agreement with some of the development standards proposed, and offers <br />the following comments: <br />1. The proposed development sign for Ireland Roared is too large considering the adjacent <br />uses. The staff proposes that the size of the development sign along the Ireland Road <br />frontage be reduced from 500 square feet to 300 square feet, and the height from 45 feet to <br />40 feet, which would be the size of a comparable sign allowed in the CB District. <br />2. The proposed development sign is too close to Ireland Road, which is a two -lane road, <br />with a 58 foot right -of way. If the developer proposes to subdivide the property in the <br />future, additional right of way will be required. The staff proposes that the development <br />sign have a required setback of 50 feet from the existing centerline instead of the stated 5 <br />feet from the current property line. This should adequately accommodate any right -of way <br />or road expansion without exposing the public to relocation costs. <br />3. The developer is proposing that each use be allowed one pole sign. The staff proposes <br />that all uses, be permitted a monument sign of 64 (Area "B ") or 100 (Area "A ") square feet <br />and 6 (Area "B ") or 8 (Area "A ") feet in height, respectively. <br />4. The staff proposes that bail out lanes be required, but the size may be reduced to 9 feet <br />wide, equal to a parking space. <br />5. No foundation landscaping is proposed. The staff proposes foundation landscaping be <br />placed in front of all buildings, as required by the zoning ordinance. <br />Recommendation: <br />Based on information available prior to the public hearing the staff recommends that this <br />petition be sent to the Common Council with a favorable recommendation, subject to the <br />changes suggested in the Staff Comments. <br />Analysis: <br />The project site is between the commercialized portion of Ireland Road to the west and <br />existing rural -style residential to the east. The staff recommendation, along with the <br />developer concept will provide a project that protects the interests of property owners to <br />the west and to the east. <br />APC # 2710 -14 Page 3 of 3 <br />
