REGULAR MEETING OCTOBER 27, 2008 <br /> <br /> <br /> <br />Councilmember Varner made a motion to hear the substitute version of this bill. <br />Councilmember Rouse seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br /> <br />Tom LaFountain, Chairperson, Personnel & Finance Committee, reported that this <br />committee held a meeting this afternoon and it was the consensus of the committee to <br />send this bill to the full Council with a favorable recommendation. <br /> <br />th <br />Catherine Fanello, City Controller, 12 Floor County-City Building, 227 W. Jefferson <br />Blvd., South Bend, Indiana, made the presentation for this bill. <br /> <br />Ms. Fanello advised that this bill establishes a non-reverting private gift, donation and <br />bequest fund. This ordinance was precipitated by a recent monetary gift to the City. She <br />noted that the bill has been revised at Subsection (d) to require that all appropriations <br />under this Fund be approved by the Common Council. The previous version did not <br />require approval of appropriations when used for the specific purpose of the donor. She <br />noted that the bill was submitted to the State Board of Accounts (SBOA) prior to filing <br />with the Office of the City Clerk and was acceptable to the SBOA. <br /> <br />RISE AND REPORT <br /> <br />Councilmember Oliver Varner made a motion to rise and report to the full Council. <br />Councilmember Tom LaFountain seconded the motion which carried by a voice vote of <br />nine (9) ayes. <br /> <br /> <br />ATTEST: ATTEST: <br /> <br /> <br /> <br /> <br /> <br /> <br />_________________________ _________________________ <br />John Voorde, City Clerk Derek D.
