ZONING & ANNEXATION COMMITTEE <br />OCTOBER 27, 2008 <br />Committee Members Present: AI "Buddy" Kirsits, Chairperson; David Varner; Tom LaFountain <br />Other Councilmember's Present: Timothy Rouse; Ann Puzzello; Henry Davis, Jr. <br />Other's Present: Martha Lewis, Rita Kopala, Mike Danch, Gary Gilot <br />BILL N0.08-92 -FISCAL PLAN STADIUM PLACE ANNEXATION <br />Chairman Kirsits, having called the meeting to order proceeded to ask Jeff Vitton of the <br />Community and Economic Development Department t recount the fiscal plan for annexation as is <br />required by state statute. The fiscal plan is attached. Due to the lack of a quorum no <br />recommendation to the Council was made. <br />BILL NO.08-93 -IVY COURT ANNEXATION <br />Again A. Kirsits called upon Jeff Vitton of Community & Economic Development to review the <br />54908 Ivy Road (Court) Annexation Area Fiscal Plan for the provision of services to the newly <br />incorporated area. (Report Attached) The only discussion was prompted by Councilmember <br />Rouse, that pertaining to whether the City or County would provide for street maintenance and <br />repair. Gary Gilot answered, claiming cooperation between both government entities resulted in <br />an equitable solution. No quorum- No recommendation. <br />BILL N0.48-08 -ANNEXATION REZONING 54700 BLOCK OF BURDETTE STREET <br />Christa Nayder, Planner, Area Plan Commission reported that the bill had received a favorable <br />recommendation for both annexation and rezoning from both the APC staff and the APC <br />Commission. (Report Attached) Representing the developer Mike Danch expanded on the <br />petition to change zoning from M.U. to a PUD. Councilmember Puzzello asked who monitors the <br />number of occupants per living unit. Danch said it was the owner/developers responsibility to <br />meet PUD requirements. Councilmember Kirsits was pleased to learn the 3-story structure would <br />be sprinkled. With a quorum now present, Councilmember Varner motioned, Tom LaFountain <br />seconded and all favored a favorable recommendation to Council. <br />BILL NO. 55-08 ANNEXATION 54902 IVY ROAD <br />Chairperson Kirsits asked for and received approval to accept the substitute bill #55-08 for <br />consideration. The petition is attached. After brief discussion David Varner motioned and Tom <br />LaFountain seconded a favorable recommendation to Council. <br />There being no further business to come before the Committee, Chairperson Kirsits adjourned <br />the meeting at 3:42 p.m. <br />Respectfully Submitted, ~ c ~ c~ <br />AI "Buddy" Kirsits, Chairperson <br />Zoning and Annexation Committee <br />
