Substitute Bill No. 17 -14 <br />Responsible Animal and Pet Ownership Care and Control Regulation Ordinance <br />Page 60 <br />(3) Cooperation of effort with other governmental and private agencies, such as the <br />Humane Society of St. Joseph County or other humane and /or breed rescue organizations <br />recognized by the animal care and control division. <br />(c) Any ear tipped community cat that has been spayed /neutered and vaccinated as <br />described in Section 5 -32 of this Chapter will be returned to a colony caretaker who will maintain the cat <br />as part of a managed colony of community cats. Cats must be returned as close as possible to its <br />location of capture unless illness or injury presents imminent danger to the animal to be processed <br />through the community cat program. <br />See. 5-108 Redemption. <br />(a)A person may reclaim an animal in the custody of the Division of Animal Care and Control <br />upon providing the following: <br />(1) Proof of ownership, and <br />(2) Payment of redemption fee and any other service /medical fees, as approved by the <br />Shelter Manager. <br />(3) It shall be mandatory that any dog or cat not displaying a current city pet <br />registration or current identification tag if not a city resident, affixed to its collar, <br />after the effective date of this Chapter, upon its redemption by its owner, and prior <br />to its release by the Division of Animal Care and Control, be implanted with a <br />microchip and registered for purposes of identification and recovery. The cost for <br />this process shall be at the owner's expense before the animal's release. <br />(4) All animals shall be registered with the city prior to release, or require <br />enforcement action to mandate registration. <br />(b)Stray or at -large animals will be held three (3) business days at the Division of Animal <br />Care and Control. <br />(c)Unclaimed animals become the property of the Division of Animal Care and Control and may <br />be placed for adoption, transferred to rescue or humanely euthanized, pursuant to Section 5 -106. <br />(d) An animal that has been previously impounded stray or at -large and is now being <br />redeemed for the second or subsequent redemption, will be required to be spayed or neutered by a <br />licensed veterinarian at the owner's expense. Arrangements to perform the procedure must be made <br />within 24 hours of reclaim and enforcement action pending spay /neuter completion will be issued at the <br />time of reclaim. <br />(e) In. cases mandating spaying or neutering of a dog, the dog may be transported directly <br />to the veterinarian of the owner's choice at the city's discretion for completion of the surgery and pickup <br />of the animal by the owner from the veterinarian after such completion. <br />
