Substitute Bill No. 17 -14 Responsible Animal and Pet Ownership Care and Control Regulation Ordinance Page 56 (c) Three (3) members of the Animal Control Commission shall constitute a quorum to do business. (d) Copies of all Animal Control Commission agendas shall be electronically sent to the Law Department, Division of Animal Care and Control, Office of the City Clerk, and the Chairpersons of the Council's Health and Public Safety Committee and Residential Neighborhoods Committee. (e) Meeting minutes of all Animal Control Commission meetings shall be maintained and regularly posted on the City's website for the Division of Animal Care and Control with electronic copies being sent to the Shelter Manager, the Law Department, Office of the City Clerk, and the Chairpersons of the Council's Health and Public Safety Committee and Residential Neighborhoods Committee. (4) In the case of vacancy in Commission membership due to death, resignation, incapacity, removal or otherwise, the appointment to fill the vacancy so occurring shall be made by the original appointing body for the unexpired term only. Sec. 5 -97 Duties and Responsibilities of the Animal Control Commission. The Animal Control Commission shall have the following duties and responsibilities: (a)To receive and review recommendations made by the Shelter Manager; (b)To recommend proposed policies, principles, standards and regulations for the control and humane treatment of all animal regulated by this Chapter; (c)To review and make advisory recommendations aimed at improving regulations and enforcement of the regulations codified into this Chapter to the Common Council; (d)To submit to the Mayor and the Common Council no later than March I" of each year a written report of its activities and recommendations; ------ ° - ---- - - -_ c (4)Ue To hear appeals within ten (10) working days (excluding holidays and weekends) of any appeal being filed on the determination of (1) An animal being deemed a "potentially dangerous animal "; and/or (2) A person or persons alleged to have "provoked" an animal resulting in a violation of this Chapter.
