P Substitute Bill No. 17 -14 <br />Ordinance No. [ p 3 c)c� _ 1 <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />AMENDING CHAPTER 5 OF THE SOUTH BEND MUNICIPAL CODE IN ITS ENTIRETY AND <br />REPLACING IT WITH A NEW CHAPTER 5 ENTITLED <br />RESPONSIBLE ANIMAL AND PET OWNERSHIP CARE AND CONTROL REGULATIONS AND <br />AMENDING SECTION 2 -213 OF THE SOUTH BEND MUNICIPAL CODE ADDRESSING <br />SCHEDULE OF ORDINANCE AND CODE VIOLATIONS. <br />STATEMENT OF PURPOSE AND INTENT <br />The following regulations are enacted in the interest of setting forth comprehensive public safety <br />regulations which, when effectively implemented, administered and enforced, promote responsible <br />animal and pet ownership. The regulations are aimed at ensuring due process protections for owners by <br />promoting responsible animal and pet ownership, which is essential to the protection of animals residing <br />in the city limits. <br />The following regulations set forth the best practices for the humane and ethical treatment of animals <br />by requiring animal and pet owners to comply with reasonable regulations in order to be responsible <br />owners. <br />dfexe4m & & ofe ammen, awwff of the City of South Bend, Indiana, as <br />follows: <br />Section I. Chapter 5 of the South Bend Municipal Code is amended in its entirety and replaced in its <br />entirety to read as follows: <br />CHAPTER 5 <br />RESPONSIBLE ANIMAL AND PET OWNERSHIP CARE AND CONTROL REGULATIONS <br />Article 1. General Provisions.' <br />Sec. 5 -1 <br />Legislative Findings and Intent of Regulations. <br />Sec. 5-2 <br />Definitions. <br />Sec. 5 -3 <br />Regulations are Supplemental to State and County Laws. <br />Sec. 5 -4. <br />Schedule of Fees for the Division of Animal Care and Control. <br />Sec. 5 -5 <br />Through Sec. 5 -7 Reserved for Future Use. <br />Article 2. Honey Bee Keeping Regulations. <br />Sec. 5 -8 Legislative Findings. <br />' Indiana Code § 36- 1 -4 -11, authorizes the city to pass and enforce ordinances. <br />
