Substitute Bill No. 17 -14 <br />Responsible Animal and Pet Ownership Care and Control Regulation Ordinance <br />Page 51 <br />(e) No animal's body shall be disposed of until all vital signs are checked (fixed pupil, <br />cessation of heartbeat and respiration) to assure that death has occurred. <br />(1) No animal shall be allowed to witness any other animal being killed euthanized or <br />being tranquilized/sedated for the purpose of being killed euthanized or see the bodies of <br />animals which have already been killed euthanized. <br />(2) Animals shall be sedated/tranquilized as necessary to minimize their stress or <br />discomfort, or in the case of vicious animals, to ensure staff safety, except as follows: <br />(a) neuromuscular blocking agents shall not be used as sole agent. <br />(3) Following their injection, animals shall be lowered to the surface on which they are <br />being held and shall not be permitted to drop or otherwise collapse without support. <br />(4) An animal may not be left unattended between the time procedures to kill euthanize <br />the animal are commenced and the time death occurs, nor may the body be disposed of <br />until death is verified. <br />(5) Verification of death shall be confirmed for each animal in all of the following ways: <br />(a) by lack of heartbeat, verified by a stethoscope; <br />(b) by lack of respiration, verified by observation; <br />(c) by pale, bluish gums and tongue, verified by observation; and <br />(d) by lack of eye response, verified if lid does not blink when eye is touched and <br />pupil remains dilated when a light is shined on it. <br />Sec. 5 -87 through See. 5 -89 Reserved for Future Use <br />Article 8. Shelter Manager. <br />See. 5 -90 Duties of Shelter Manager. <br />(a)The Division of Animal Care and Control shall be operated by the Shelter Manager. <br />(b)The Shelter Manager will be advised on matters of policy by the Animal Control <br />Commission. <br />(c)The duties and powers of the Director Shelter Manager are as follows: <br />(1) To cause to be enforced all city ordinances and/or state laws regarding animal <br />care and control. <br />(2) To maintain and operate the Division of Animal Care and Control's shelter which <br />have been designated for the humane sheltering or protection and disposition of <br />animals into its custody. <br />
