LLC. <br />Location: 1021 and 1023 Talbot Street <br />Jurisdiction: City of South Bend <br />Public Hearing Date: 3/18/2014 <br />Requested Action: <br />The petitioner is requesting a zone change from S172 Single Family & Two Family District <br />to MFI Urban Corridor Multifamily District; a special exception use for a group residence <br />for up to 6 unrelated persons; and seeking three variances from the development standards. <br />Land Uses and Zoning: <br />On site: On site is a single family home and detached garage. <br />North: To the north are single family homes zoned SF2 Single Family and Two <br />Family District. <br />East: To the east are single family homes zoned S172 Single Family and Two <br />Family District. <br />South: To the south are single family homes zoned SF2 Single Family and Two <br />Family District. <br />West: To the west are single family homes zoned SF2 Single Family and Two <br />Family District. <br />District Uses and Development Standards: <br />The MFI District is established to protect, promote and maintain the development of <br />urban style multifamily dwellings and to provide for limited public and institutional uses <br />that are compatible with a multifamily residential neighborhood. The development <br />standards are designed to promote the establishment of: multifamily dwelling projects <br />(including apartment, townhouse or row house style developments); and, high density two <br />family dwelling developments located along a block face, in developed areas of the <br />community which are served by a full range of public amenities. <br />Site Plan Description: <br />The property consists of two lots, totaling 9,600 square feet. The existing house covers <br />1,225 square feet and the garage is 484 square feet. Buildings cover 18% of the lot. There <br />are two parking spaces in the garage and three gravel parking spaces off of the driveway. <br />Variances are being requested from perimeter and foundation landscaping and paved <br />parking. <br />Zoning and Land Use History And Trends: <br />In April 2011, the owner requested a special exception use for a duplex in order to connect <br />this house with the house to the south at 1019 Talbot. It was denied at the June 27, 2011 <br />Common Council meeting. This property was zoned A Residential from 1987 to 2004. <br />The 1987 rezoning was part of a large area -wide effort to rezone from multi- family to <br />single family. <br />Traffic and Transportation Considerations: <br />Talbot Street is a local street with two lanes. <br />APC# 2696 -14 Page 1 of <br />
