Substitute Bill No. 49-00 <br />Ordinance No. 11 ~ `" O~ <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, AMENDING ORDINANCE N0.8889-98 ADDRESSING TECHNICAL CHANGES <br />TO THE DETECTIVE CLASSIFICATION FAY <br />STATEMENT OF PURPOSE AND INTENT <br />On February 23, 1998, the Council passed Ordinance No. 8889-98 at the request of the <br />then Police Chief. Chief Gunn and his staff were attempting to reorganize the Investigative <br />Division of the police department in the continuing effort to attract qualified individuals and to <br />address pay inequities. <br />The reorganization included the implementation of a tier system and a testing program. <br />Despite its overall positive intentions, that reorganization has been determined to be insufficient to <br />meet the goals and objectives of the current Police Department Administration and the overall needs <br />and goals of the Investigative Division of the South Bend Police Department. <br />As a result of many hours of discussion and the efforts of a special committee appointed to <br />address the ongoing issues relative to the reorganization, it has been concluded that a further <br />reorganization is necessary. All past testing and tier systems would be eliminated. It is believed <br />that the passage of this ordinance would be in the best interests of the Investigative Division of the <br />South Bend Police Department, and the City of South Bend, Indiana. <br />~O~U, ~~re~or~, ~~ t1r Orba~fttte~ ~ ~~ ~OmmOtY flLOlttt~iZ 0~ f.~~ ~f~~ 0~ ~i01t~ <br />~~, ~1X~f~lt~, as follows: <br />Section I. Section I of Ordinance No. 8889-98 is hereby amended to read in its entirety as <br />follows: <br />S. Detective Classification Pay. <br />i. Corporal Level III and Corporal Level II pay classifications shall be eliminated. <br />All qualified Corporals who are assigned to the Investigative Division, and who previously <br />received Level II or Level III pay, shall be paid at the Sergeant's pay classification after <br />appropriate actions of the Board of Public Safety are taken, with the assignment to the new pay <br />classification becoming effective July 1, 2000. <br />ii. Those non-qualifying Corporals who are assigned to the Investigative Division <br />shall be paid at the Corporal Ievel pay classification set forth in Ordinance No. 8808-97. <br />iii. Sworn members holding the rank of Sergeant, who aze assigned to the <br />Investigative Division of the Police Department on a full time basis, who are qualified and have <br />previously passed the prior testing procedures, shall receive additional pay in the total amounts of <br />$663.00 in 2000 and $663.00 in 2001. Said pays shall be paid on a divisible amount which is <br />paid on a bi-weekly basis. Said amounts shall be prorated in any year a qualifying Sergeant <br />retires, resigns, or otherwise leaves employment. <br />
