Common Council -2- April 11, 1960 <br />3. The city is financially able to provide munici- <br />pal services to the annexed area within the <br />reasonably near future. <br />4. The area sought to be annexed, , <br />is needed for development of the city in the <br />reasonably near future. <br />5.
