him of the violation and warning him that he will be <br />held responsible for the appearance of the offender <br />and that in the event such letter is disregarded for <br />a period of five (5) days, it shall be presumed that <br />said owner is guilty of the violation set out in said <br />notice and a complaint will be filed and a warrant <br />of arrest issued. <br />SECTION III. This Ordinance shall be in full force and effect from and after <br />its passage by the Common Council, its approval by the Mayor and the fulfillment <br />of all statutory requirements relating thereto. <br />Passed December 14, 1959. <br />
