ORDINANCE NO. <br />AN ORDINANCE TO AMEND SECTION 24 AND PARAGRAPH 4 O <br />SECTION 25 OF ARTICLE V OF ORDINANCE NO, 3200 AS AMENDED <br />ENTITLED tPORDINANCE PROVIDING FOR, THE ADMINISTRATION <br />AND ENFORCEMENT OF THE REGULATIONS GOVERNING TRAFFIC <br />UPON THE PUBLIC STREETS OF THE CITY OF SOUTH BEND <br />ESTABLISHING A CITY TRAFFIC ENGINEER AND SETTING FORTH <br />HIS DUTIES, ALSO ESTABLISHING A TRAFFIC BUREAU AND <br />SETTING FORTH THE MEMBERSHIP AND DUTIES OF SUCH BUREAU <br />AND REPEALING SUCH PARTS OF ORDINANCES THAT MAY BE IN <br />CONFLICT HEREWITH ONLY INSOFAR AS THEY CONFLICT AND <br />SUPPLEMENTING THE TRAFFIC ORDINANCES, BUT IN NO WAY <br />REPEALING THE INTENT OR PURPOSES OF SAID ORDINANCES" <br />PASSED FEBRUARY 8, 1937, ALSO KNOWN AS CHAPTER 29, <br />SECTION 16 AND SUB - SECTION (c) OF SECTION 17 OF THE <br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, 1949, <br />GENERAL ORDINANCE NO. 3709. <br />BE IT ORDAINED by the Common Council of the City of South Bend, Indiana: <br />SECTION I. That Section 24 of Article V of Ordinance No. 3200 as amended, <br />which ordinance was adopted, on the 8th day of February, 1937, be and the <br />same is hereby amended to read as follows: <br />Section 24. TRAFFIC VIOLATIONS DEPARTMENT <br />CREATED.-- <br />(a) There is hereby established in the office of the City <br />Clerk of this city a Traffic Violations Bureau to assist <br />the City Court with the clerical work of traffic cases. <br />(b) The City Judge of this City may designate the fines <br />to be paid for first, second, and third offenses which <br />may be satisfied by payment of the same at the department, <br />provided said fines are within the limits established as <br />penalties for violations of the provisions of the traffic <br />laws and regulations of this city. <br />SECTION II That paragraph 4 of Section 25 of Article V of Ordinance No. <br />3200 as amended be and the same is hereby amended to read as follows: <br />Section 25. DUTIES OF TRAFFIC VIOLATIONS DE- <br />PARTMENT. -- <br />4. If a violator of the restrictions on stopping or <br />parking under traffic ordinances of this city does not <br />appear in response to a notice affixed to such motor <br />vehicle within a period of 48 hours, the traffic viola- <br />tions department shall send to the owner of the motor <br />vehicle to which the notice was affixed a letter informing <br />
