ORDINANCE NO. 11#4 0 <br />AN ORDINANCE TO ESTABLISH A MERIT SYSTEM OF <br />PERSONNEL ADMINISTRATION FOR EMPLOYEES OF <br />THE CIVIL DEFENSE AGENCY OF THE CITY OF SOUTH <br />BEND <br />BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA: <br />SECTION I. There is hereby established a merit system of personnel <br />administration for employees of the Civil Defense Agency <br />of the City of South Bend, to be serviced by the State Per- <br />sonnel Division. <br />SECTION II. That the Civil Defense Director shall be exempt from the <br />merit system of the personnel administration for the em- <br />ployees of the Civil Defense Agency. <br />SECTION III. That the St. Joseph County Civil Defense Advisory Council <br />is hereby authorized and directed to enter into such arrange- <br />ments and agreements with the State Department of Civil <br />Defense and the State Personnel Division as may be necessary <br />to provide for a continuing merit program of personnel ad- <br />ministration for City Civil Defense Employees. Such merit <br />program shall be serviced by the State Personnel Division <br />pursuant to the authority granted by Section 37, Chapter 139, <br />Acts 1941, page 387 of the State Personnel Act and shall <br />meet Federal Merit System Standards of the U. S. Department <br />of Defense, including the exemption of any positions from the <br />merit program as is recognized in these same Federal Standards. <br />SECTION IV. It is further ordained that any individuals that are not prescribed <br />by the State Personnel Division as being included in the merit <br />division shall be exempt from same. <br />SECTION V. For the purposes of administering the merit program for <br />employees of the Civil Defense Agency, the St. Joseph County <br />Civil Defense Advisory Council, is hereby considered and <br />designated as the appointing Council. <br />SECTION VI.
