STAFF REPORT September 11, 2000 <br />South Bend Medical Foundation 2018-00 <br />Location: 530 N. Lafayette Boulevard <br />City of South Bend <br />REQUESTED ACTION: The petitioners are requesting a zone change <br />' from "C" Commercial, "G" height and Area to <br />"C" Commercial, "G" Height and Area to allow <br />the expansion of an existing building for <br />laboratories and offices. <br />EXISTING LAND USE: The property currently contains the South Bend <br /> Medical Foundation building. <br />SURROUNDING LAND USE AND ZONING: Located to the north and east is the Memorial <br /> Hospital property zoned "B" Residential and <br /> "C" Commercial; to the south are single family <br /> homes and offices zoned "B" Residential; and <br /> to the west are single family homes zoned "A" <br /> Residential and single family homes and <br /> offices zoned "B" Residential. <br />ACCESS: Access to the site is from both Main Street <br /> and Lafayette Boulevard. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has not been addressed by the <br /> petitioner. <br />SITE DATA: The total site to be rezoned is 2.2 acres. Of <br /> that, the buildings will occupy 36,290 square <br /> feet, or 37 percent of the site; the parking <br /> and drives will occupy 1.2 acres, or 55 <br /> percent of the site; and 6,822 square feet or <br /> 7 percent of the site will remain as open <br /> space. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br /> public wells, flood hazards, wetlands or <br /> environmental hazard areas are present. <br />SITE PLAN: The site plan is preliminary. <br />AGENCY COMMENTS: The City Engineer will require a drainage plan <br /> at the final site plan stage. This property <br /> was approved to be rezoned from "B" <br /> Residential "G" height and are to "C" <br /> Commercial "G" height and area on December 13, <br /> 1999 by the Common Council. The final site <br /> plan that was approved on March 3, 2000 did <br /> not show the presence of seven floors. <br /> Therefore, it was determined that seven floors <br /> would be considered a major change to the site <br /> plan and would require a rezoning from "C" <br /> Commercial to "C" Commerial. <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />public hearing, the staff recommends that this <br />petition be sent to the Common Council with a <br />favorable recommendation, subject to a final <br />
