I believe this new ordinance furthers our goal of making South Bend a 21st <br />Century City and is important in many ways, such as: <br />• It enhances community safety by empowering Animal Control officers <br />and strengthens the punishment for repeat offenders. <br />• It is fiscally responsible - <br />• It helps reduce the financial burden of animals on the city and <br />residents <br />• It supports local small businesses by emphasizing veterinary care, <br />spay /neuter, and responsible care of animals <br />• It reduces the city's financial &v legal liability if our current laws are <br />challenged in court - Many statutes very similar to our current code have <br />been declared unconstitutional and cities have spent hundreds of <br />thousands of dollars in legal fees. <br />• It improves the lives of animals in our shelters and in our community. <br />• It is more humane and up to date. <br />I strongly support these new changes, and I hope that you will, too. The <br />SBAC3 committee, has worked diligently to provide the Council an ordinance <br />that will serve both the community residents and our animals. <br />Please know that I and all SBAC3 Committee Members stand readily available <br />to answer any questions that you may have on this ordinance.
