Responsible Animal and Pet Ownership Care and Control Regulation Ordinance <br />Page 53 <br />In the instance of an impounded dog or cat, contact with the owner identified by <br />the microchip or other permanent means of identification, if any, borne by the dog <br />or cat; <br />2. In the instance of an impounded dog or cat not bearing a permanent means of <br />identification, contact with the veterinarian facility listed on the animal's <br />vaccination tag; and <br />Cooperation of effort with other governmental and private agencies, such as the <br />Humane Society of St. Joseph County or other humane and /or breed rescue <br />organizations recognized by the animal care and control division. <br />(c) Any ear tipped community cat that has been spayed /neutered and vaccinated as described <br />in Section 5 -32 of this Chapter will be returned to a colony caretaker who will maintain <br />the cat as part of a managed colony of community cats. Cat must be returned as close as <br />possible to its location of capture unless illness or injury presents imminent danger to the <br />animal.be processed through the community cat program. <br />Sec. 5-108 Redemption. <br />(a) A person may reclaim an animal in the custody of the Division of Animal Care and <br />Control upon providing the following: <br />1. Proof of ownership, and <br />2. Payment of redemption fee and any other service /medical fees, as approved by the <br />Shelter Manager. <br />3. It shall be mandatory that any dog or cat not displaying a current city pet <br />registration or current identification tag if not a city resident, affixed to its collar, <br />after the effective date of this Chapter, upon its redemption by its owner, and prior <br />to its release by the Division of Animal Care and Control, be implanted with a <br />microchip and registered for purposes of identification and recovery. The cost for <br />this process shall be at the owner's expense before the animal's release. <br />4. All animals shall be registered with the city prior to release, or require <br />enforcement action to mandate registration. <br />(b) Stray or at -large animals will be held three business days at the Division of Animal Care <br />and Control. <br />(c) Unclaimed animals become the property of the Division of Animal Care and Control and <br />may be placed for adoption, transferred to rescue or humanely euthanized, pursuant to <br />Sec. 5 -106. <br />(d) An animal that has been previously impounded stray or at -large and is now being <br />redeemed for the second or subsequent redemption, will be required to be spayed or <br />neutered by a licensed veterinarian at the owner's expense.
