INFORMATION & TECHNOLOGY APRIL 14, 2014 5:07 P.M. <br />Committee Members Present: Tim Scott, Dr. David Varner, Gavin Ferlic, Henry Davis <br />Other Council Present: Valerie Schey, Dr. Fred Ferlic, Oliver Davis, Karen White, <br />Derek Dieter <br />Others Present: Ron Teachman, Rick Hill, John Murphy, Mark Neal, Steve Cox, <br />Jim Lopez, Gary Horvath <br />Agenda: Update PSAP Consolidation <br />With full Information & Technology Committee and Council attending, Chairman Tim Scott opened the <br />meeting scheduled to hear an update from the City Administration on the consolidated communications <br />project. (PSAP) <br />Deputy Mayor Mark Neal began the update by giving a brief background to what and why the City was <br />working on combining emergency communication on a county -wide basis. Mark said that the state <br />required consolidation of all public safety communication centers. By the end of the year in just 36 <br />weeks the state has mandated there be no more than 2 centers in the county. Eventually that would <br />need to be just one. <br />To that end Mark said, discussions have been underway with the county, Mishawaka and other small <br />towns in St. Joseph County. Tentatively it has been determined that there would be one new center <br />with South Bend's acting as a back -up. The total cost would run $8.5 million for the facility and another <br />$8.6 million for the technology. While talks have not led to a formal interlocal agreement among local <br />governments, one would be needed. Mark added that the central issues have been assuring effective <br />and efficient service at a very high level. <br />Follow -up questions followed from the Council, Dr. David Varner going first. Dr. Varner asked how it <br />was to be paid for ... levy? Mark said this has yet to be determined. Henry Davis speculated this was <br />one step toward government consolidation or Unigov. He said this dilutes efforts to diversify the South <br />Bend Police force. Fire Chief Steve Cox interjected the mandated consolidation has and will be to <br />improve emergency communications service to everyone in St. Joseph County. <br />A task force schedule was provided (attached) which everyone was working diligently to meet. <br />Tim Scott adjourned at 5:35 P.M. <br />r-- Res-pectf ally Submitted, <br />Tim Scott, Chairperson <br />Information & Technology <br />
