4 <br />2. Minor streets shall be laid out so that their use <br />by through traffic will be discouraged. <br />3. Where a subdivision borders on or contains an <br />existing or proposed street as shown in the Major <br />Thoroughfares Plan, the Planning Commission may <br />require a marginal access street or reverse front- <br />age with screen planting contained in a nonaccess <br />reservation, which shall have a minimum width of <br />ten (10) feet along the rear property line; or, <br />such other treatment as may be adequate for pro- <br />tection of residential properties and to afford <br />separation of through and local traffic. <br />4. Where a subdivision borders on or contains a rail- <br />road right -of -way or limited access highway right - <br />of -way, the Planning Commission may require a street <br />approximately parallel to and on each side of such <br />right -of -way at a distance suitable for the appro- <br />priate use of the intervening land, as for park <br />purposes in residential districts. Such distances <br />shall be determined with due regard for the require- <br />ments of approved grades and future grade separa- <br />tion. The Planning Commission may require that <br />control of said intervening land strips be placed <br />in the City under conditions approved by the Com- <br />mission. <br />5. Street jogs with centerline offsets of less than <br />one hundred and fifty (150) feet shall be pro- <br />hibited. <br />6. A tangent at least one hundred (100) feet long <br />shall be introduced between reverse curves on <br />major thoroughfares. All minor streets shall have <br />a tangent of at least fifty (50) feet long on <br />reverse curves. <br />7..
