1 <br />SECTION I. PURPOSES AND OBJECTIVES; JURISDICTION AND AUTHORITY <br />A+ Purposes and Objectives of Subdivision Regulation <br />The regulation of land subdivision has become widely <br />recognized as a method of insuring sound community growth <br />and the safeguarding of the interests of the home owner, <br />the subdivider, and the local government. The citizens <br />of the City of South Bend, as of all cities, need the <br />assurance that residential subdivisions will provide <br />permanent assets to the community. This ordinance should <br />be viewed not as an end in itself, but as one tool or <br />technique for the shaping of urban land according to <br />a comprehensive plan for the development of the commu- <br />nity. <br />The planning of a subdivision is the joint responsibi- <br />lity of the subdivider and the City Planning Commission, <br />the former having the prime responsibility for the crea- <br />tion of desirable, stable neighborhoods that become an <br />integral part of the entire city. Subdivision design <br />and utility can enhance or depreciate the character <br />and potentialities of the surrounding areas and stabi- <br />lize or endanger the individual's investment in a home. <br />The City Planning Commission has the responsibility of <br />helping the subdivider achieve a high standard of ex- <br />cellence in the planning of his subdivision, and of <br />informing all subdividers of the minimum standards and <br />requirements on which the city will insist. <br />B. Jurisdiction <br />This ordinance shall apply to all subdivision of land <br />within the corporate limits of the City of South Bend, <br />Indiana, as now or hereafter established. <br />C. Authority <br />No plat or replat of a subdivision of land located within <br />the corporate limits of the City of South Bend, Indiana, <br />shall be recorded until it shall have the approval of <br />the City Planning Commission, and such approval shall <br />have been entered upon the plat and signed by the Secre- <br />tary of the Commission. <br />SECTION II. DEFINITIONS <br />For the purpose of this ordinance certain words used herein <br />are defined as follows: <br />
