John <br />Voorde, Aladean DeRose, Debbie Kobel, Anne Watson, Kathy <br />Cekanski - Farrand, Michelle Adams <br />Agenda: Bill No. 14 -37 Scrap Metal Approvals <br />Bill No. 18 -14 Donation Boxes <br />Update on Healthcare - City Controller/ John Murphy <br />Valerie Schey who chairs the Personnel and Finance opened her hearings with three items on the <br />agenda, two bills and an update on the City's Healthcare Plan. <br />The first bill, 14 -37, asks the Council to approve the issuance of scrap metal /junk dealer /recycling <br />operation licenses for 2014. In that these are processed and issued by the City Clerk's office, Valerie <br />called upon City Clerk John Voorde to explain the request. He said 16 businesses had submitted license <br />applications. The Clerk's office forwarded the applications to the SBPD, the SBFD and Code Enforcement <br />for inspections qualifying for issuance. The bill lists those qualifying business operations. Councilman <br />Derek Dieter asked if any applicants failed the initial inspection. John said all were in compliance. <br />Subsequently on a motion from Derek, seconded by David Varner the issuance of licenses was approved. <br />The next bill, 18 -14, would amend the Code to add provisions for licensing open air business and <br />donation boxes for used items. <br />Aladean DeRose, Chief Deputy City Attorney made the initial presentation introducing Michelle Adams <br />who is in charge of issuing the permits and Ann -Carol Nash who did the legal background work writing <br />the license provisions, Ann -Carol spoke in more detail about the purpose and intent of the bill's <br />provisions. She proceeded to introduce Debbie Kobel from Goodwill and Anne Watson from St. Vincent <br />DePaul who spoke in support of the bill. Ann -Carol said the City wants the boxes monitored on a weekly <br />basis by the party to whom the permit was issued. A 12 hour response to a problem with the box was <br />also required. The Council followed -up with questions from Tim Scott, Valerie Schey and Dr. David <br />Varner all concerned who would monitor the boxes. Councilmembers also said donation boxes should <br />have tags affixed which would identify the responsible party including a phone number. <br />
