CITY OF SOUTH BEND PETITION FOR <br />TANGIBLE PERSONAL PROPERTY TAX ABATEMENT CONSIDERATION <br />The undersigned owner(s) of new manufacturing equipment, personal property, located <br />within the City of South Bend, hereby petitions the Common Council of the City of South <br />Bend for personal property (new manufacturing equipment) tax abatement consideration and <br />pursuant to I.C. 6-1.1-12.1-1 et sec ., and South Bend Municipal Code Section 2-84.2 et se ., <br />for this petition states the following: <br />Unless otherwise noted herein, the responses to the following questions pertain only to Phase I <br />of the proposed project. Reference should be made to Form SB-1/PP Statement of Benefits for <br />the proposed project for a description of Phase II, Phase III and Phase IV of the proposed <br />project. <br />1. Describe the proposed project, including information about the new manufacturing equipment <br />personal property ("equipment") to be installed, the amount of land to be used, if any, the <br />proposed use of the equipment, and a general statement as to the value of the project to your <br />business. <br />The proposed project is a new technology park to be known as the "Innovation Park <br />at Notre Dame" ("IP@ND') and will include the construction of four buildings on an <br />approximately 12 acre site, with construction to begin on the first building (Phase 1) <br />in the early fall 2008 and be completed within 12 to 24 months. The Master Plan for <br />the project anticipates three additional buildings fo be phased in between 2010 and <br />2018. The future phases are expected to include afree-standing addition to the first <br />building (Phase 11) followed by two additional separate buildings (Phases 111 and IV) <br />on the main site. A further facility may also be added on the approximately two-acre <br />portion on the east side of Twyckenham Drive. <br />The first building (Phase I) will be the main gathering area for the entire park, and <br />provide most of the essential common areas, conference facilities and training <br />resources. Phase I will comprise a facility of approximately 54,000 sq ft on three <br />levels, with the reception area, administration space and "Greenhouse" incubator <br />facility (approximately 6, 000 sq ft) on the first level. The second and third levels will <br />be designed as `build-to-suit' tenant areas for general office space and dry or wet <br />lab coni'igurations. <br />The IP@ND plans to install equipment to serve its tenant-clients in orderto facilitate <br />acceleration of their business potential. It is anticipated that the tenant-clients will <br />also install equipment used in theirindividual ventures. This equipment will include <br />not only general office furniture (e.g., desks, chairs, tables, conference room <br />furniture, etc.), but may also include in certain cases specialized bench equipment <br />for dry or wet lab applications. Examples of this equipment may include optical <br />microscopes, probe stations, gas chromafographs, mass spectrometers, <br />centrifuges, chemical hoods, vacuum pumps, -80 degree freezers, testing <br />chambers, autoclaves and similar. This equipment is essential to demonstrate proof <br />
