GIBNEY <br />EXECUTIVE DIRECTOR <br />TAX ABATEMENT REPORT <br />TO: SOUTH BEND COMMON COUNCIL <br />FROM: BOB MATHIA <br />SUBJECT: REAL PROPERTY TAX ABATEMENT PETITION FOR: <br />UNIVERSITY OF NOTRE DAME, INNOVATION PARK AT NOTRE DAME, <br />INC. <br />DATE: August 12, 2008 <br />On August 11, 2008, a petition for real property tax abatement consideration for property located at <br />Edison Road adjoining Twyckenham Drive extension on State Road 23 was filed with the City Clerk <br />by the University of Notre Dame in the name of Innovation Park at Notre Dame, Incorporated. The <br />petitioner is asking for a special exception because the project does not meet the general <br />standards for real property tax abatement set forth in Chapter 2, Article 6, Sections 2 -77 <br />through 2 -83.3 of the Municipal Code of the City of South Bend. Further, the Petitioner is <br />requesting an extension of the Economic Revitalization Area designation from the normal two <br />(2) years to ten (10) years. Pursuant to Chapter 2, Article 6, Section 2 -82 of the Municipal Code of <br />the City of South Bend, this petition was referred to the Department of Community and Economic <br />Development for purposes of investigation and preparation of a report determining whether the area <br />qualifies as an Economic Revitalization Area pursuant to I.C.6 -1.1 -12.1 and whether all zoning <br />requirements have been met. <br />The Department of Community and Economic Development has reviewed the petition, investigated <br />the area, and makes the following report. <br />PROJECT SUMMARY <br />The University of Notre Dame and Innovation Park at Notre Dame, Inc. are proposing to establish a <br />Certified Technology Park. The park will include the construction of four buildings over several <br />years on an approximately 12 acre site, with construction to begin on the first building (constructed <br />as Phase I) in early fall, 2008.
