GIBNEY <br />EXECUTIVE DIRECTOR <br />September 17, 2008 <br />President Timothy Rouse <br />President <br />South Bend Common Council <br />40 County-City building <br />South Bend, IN 46601 <br />Dear President Rouse: <br />The attached Resolution for Council consideration will transfer previously appropriated Shelter <br />Plus Care Funds (SPC) from Aids Ministries to Madison Center. In May of this year the Council <br />approved an appropriation ordinance for the SPC funds from the Department of Housing and <br />Urban Development (HUD) to Aids Ministries and Madison Center. <br />Since that time, Aids Ministries has conveyed to HUD and the City that they will not be in a <br />position to administer these funds. Communication between the City and HUD resulted in <br />discussion with Madison Center. Both the City and HUD concur that Madison Center is the <br />appropriate agency and can manage the program/funds. <br />The City serves as the fiscal agent and recipient of the funds for the eligible agencies. SPC funds <br />support housing for the severely mentally ill and homeless population. If there are any questions <br />please do not hesitate to contact me.
