The attached ordinance creates a Police Recruit position and <br />fixes the compensation for that position. <br />Currently, members of the South Bend Police Department are sworn in as officers prior to <br />completing their police academy training, although that was not past practice nor is it the <br />current practice in the South Bend Fire Department. <br />In the interest of assuring that South Bend's sworn officers successfully complete their police <br />academy training before they assume the responsibilities of active duty within the Department, <br />the City Administration wishes to establish the position of Police Recruit and fix the <br />compensation for this position at the Patrolman third class rate of pay. This will not result in <br />any change in the total amount of compensation paid within the Department because the <br />police recruits will be paid the same as sworn officers. Stability within the South Bend Police <br />Department and the quality and skill level of active duty officers will be promoted by this <br />ordinance. It will also bring consistency to practices within the South Bend Police and Fire <br />Departments. <br />The City expects that the 2014 police recruits will complete their training by March 1, 2014, so <br />the ordinance contains a provision for retroactive effect to that date. <br />cy <br />
