f/Spi; B• <br /> nk; Department of <br /> YA Community Investment <br /> Memorandum <br /> Friday, March 7,2014 <br /> TO: Redevelopment Commission <br /> FROM: Michael Divita'* <br /> SUBJECT: Resolution No. 3209 &Amendment to Addendum to Master Agency Agreement <br /> Fellows Street Improvements <br /> Attached to this memorandum are documents relating to design, coordination, demolition, and <br /> construction for the proposed Fellows Street improvements. Resolution 3209 and Amendment to <br /> the Addendum to the Master Agency Agreement(Fellows Street Corridor improvement Project- <br /> Supplement#8)authorize the Board of Public Works to act as the Commission's agent, and they set <br /> a total budget of$926,828 to complete design and construction on this project. <br /> The first attachment to the addendum is a copy of a proposed $12,306 amendment to the existing <br /> agreement with Christopher B. Burke Engineering(CBBE). CBBE will update the maintenance of <br /> traffic plan, revise construction phasing and bid documents, coordinate utilities, and offer bid <br /> services.An additional fee is necessary because of greater than anticipated coordination with DLZ, <br /> the City's property acquisition agent for this project; with Cardno JF New,the drainage design <br /> consultant; and with Indiana & Michigan Power regarding movement of utility poles. The second <br /> attachment is a copy of a proposed $2,592 scope change with Cardno JFNew allowing them to <br /> complete drainage design work. <br /> The addendum also sets a budget of$12,000 for the demolition of the house and removal of other <br /> site improvements located at 4404 Fellows Street,the future location of a drywell system that will <br /> manage stormwater from the project area. <br /> Finally,the addendum sets a budget of$900,000 for construction. As part of this project, a left-turn <br /> lane will be added on southbound Fellows Street at Ireland Road. Curbs, sidewalks,trees, and <br /> stormwater inlets will be added to Fellows Street between Ireland Road and Walter Street. Fellows <br /> Street intersections north to Teri Street will receive pavers to handle stormwater and serve as a <br /> traffic calming device. <br /> A full draft of the final construction documents has been completed, and final revisions are expected <br /> to be completed in April. The demolition at 4404 Fellows Street will be awarded in April and finished <br /> by June. Necessary property acquisitions and/or construction easements have been completed for <br /> nine of the eleven properties in the project area. Property acquisition is anticipated to be done fully <br /> by May 1. The project will be bid this spring and construction is expected to take 2-3 months. <br /> Staff requests approval of Resolution 3209 and Amendment to the Addendum to the Master Agency <br /> Agreement(Fellows Street Corridor improvement Project-Supplement#8), including the $926,828 <br /> budget. <br /> 227 W.
