Responsible Animal and Pet Ownership Care and Control Regulation Ordinance <br />Page 49 <br />(d) The members of the Commission shall serve at the pleasure of the appointing authority <br />and each member shall serve until a qualified successor is duly appoint. <br />Sec. 5 -96 Officers; Meetings and Meeting Minutes of the Animal Control Commission. <br />(a) The first meeting of the Commission shall be <br />commission must meet for the first time withi n <br />this Chapter. The <br />thirty (30) days of the effective date of <br />Chair, Vice - Chair, and a Secretary from <br />(b) The Commission shall meet at least once each quarter, or upon special call by the Chair, <br />or upon the written request to the Chair by any three (3) members.35 <br />(c) Three (3) members of the Animal Control Commission shall constitute a quorum to do <br />business. <br />(d) Copies of all Animal Control Commission agendas shall be electronically sent to the Law <br />Department, Division of Animal Care and Control, Office of the City Clerk, and the <br />Chairpersons of the Council's Health and Public Safety Committee and Residential <br />Neighborhoods Committee. <br />(e) Meeting minutes of all Animal Control Commission meetings shall be maintained and <br />regularly posted on the City's website for the Division of Animal Care and Control with <br />electronic copies being sent to the Shelter Manager, the Law Department, Office of the <br />City Clerk, and the Chairpersons of the Council's Health and Public Safety Committee <br />and Residential Neighborhoods Committee. <br />(f) In the case of vacancy in Commission membership due to death, resignation, incapacity, <br />removal or otherwise, the appointment to fill the vacancy so occurring shall be made by <br />the original appointing body for the unexpired term only. <br />Sec. 5 -97 Duties and Responsibilities of the Animal Control Commission. <br />The Animal Control Commission shall have the following duties and responsibilities: <br />(a) To receive and review recommendations made by the Shelter Manager; <br />(b) To recommend proposed policies, principles, standards and regulations for the control <br />and humane treatment of all animal regulated by this Chapter; <br />(c) To review and make advisory recommendations aimed at improving regulations and <br />enforcement of the regulations codified into this Chapter to the Common Council; <br />35 The Indiana Open Door Law requiring a minimum of 48 -hour notice applies to all meetings of the Animal Control <br />Commission pursuant to Indiana Code § 5- 14- 1.5 -5. <br />
