too, <br />Bill No. <br />Ordinance No. <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, AMENDING CHAPTER 5 OF THE SOUTHBEND MUNICIPAL CODE IN ITS <br />ENTIRETY AND REPLACING IT WITH A NEW CHAPTER 5 ENTITLED <br />RESPONSIBLE ANIMAL AND PET OWNERSHIP CARE AND CONTROL REGULATIONS <br />STATEMENT OF PURPOSE AND INTENT <br />(a) The following regulations are enacted in the interest of setting forth comprehensive <br />public safety regulations which, when effectively implemented, administered and enforced, <br />promote responsible animal and pet ownership. The regulations are aimed at ensuring due <br />process protections for owners by promoting responsible animal and pet ownership, which is <br />essential to the protection of animals residing in the city limits. <br />(b) The following regulations set forth the best practices for the humane and ethical <br />treatment of animals by requiring animal and pet owners to comply with reasonable regulations <br />in order to be responsible owners <br />Now, therefore, be it ordained by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />Section I. Chapter 5 of the South Bend Municipal Code is amended in its entirety and replaced <br />in its entirety to read as follows: <br />CHAPTER 5 <br />RESPONSIBLE ANIMAL AND PET OWNERSHIP CARE AND CONTROL <br />REGULATIONS <br />Article 1. General Provisions. <br />Sec. 5 -1 Legislative Findings and Intent of Regulations. <br />See. 5-2 Definitions. <br />Sec. 5 -3 Regulations are Supplemental to State and County Laws. <br />Sec. 5 -4. Schedule of Fees for the Division of Animal Care and Control. <br />Sec. 5 -5 Through See. 5 -7 Reserved for Future Use <br />1 Indiana Code § 36- 1 -4 -11, authorizes the city to pass and enforce ordinances. <br />
