ORDINANCE NO. ~ 2 32..--0 I <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND TO <br />APPROPRIATE AND TEMPORARILY TRANSFER $185,000 FROM THE STANLEY <br />COVELESKI CAPITAL FUND (#401) TO THE PARKS AND RECREATION FUND <br />(#201) AND TO APPROPRIATE $677,000 FROM FUND #201 FOR CONSTRUCTION <br />COSTS OF AN ANIMAL HOSPITAL FOR THE POTAWATOMI ZOO <br />STATEMENT OF PURPOSE AND INTENT <br />It is in the best interests of the City of South Bend that an animal hospital be constructed for <br />the Potawatomi Zoo. The Parks Department believes that the costs of construction will be <br />approximately $755,000 and wishes to award bids for this construction. <br />The City's capital expenditure appropriations ordinance for fiscal year 2001 (Ordinance <br />9196-01) provided for a portion of the construction and related costs, i.e., a total of $150,000, to be <br />paid $120,000 from Parks and Recreation Fund (#201) and $30,000 from Parks Non-Reverting <br />Capital Fund (#405). The balance was expected to be paid by private contributions raised by the <br />Potawatomi Zoological Society (Society). To date the Society has raised cash of $492,000 which <br />has been transferred to Parks and Recreation Fund #201. Additionally, the Parks Department has <br />expended about $72,000 of its appropriation for architect fees and equipment costs related to the <br />veterinary hospital project. <br />The Society expects to receive more contributions sufficient to pay all but $150,000 of the <br />veterinary hospital construction costs. However, to award bids on construction, the City must have <br />funds available to cover the temporary gap between expected construction costs of $755,000 and the <br />$492,000 presently raised by the Society plus the Parks Department's remaining available <br />appropriated funds of $78,000, i.e., a gap of $185,000. The Coveleski Stadium Capital Fund (#401) <br />has idle funds which may be transferred to the Parks and Recreation Fund for purposes of assuring <br />payment of the construction costs of the veterinary hospital project. These borrowed funds will be <br />paid back with interest to the Coveleski Stadium Capital Fund from private contributions made to <br />the Potawatomi Zoological Society. <br />To assure the availability of all necessary construction funds the City Controller should <br />transfer $185,000 from the Coveleski Stadium Capital Fund (#401) to the Parks and Recreation Fund <br />(#201) and appropriate those funds plus the $492,000 transferred to Fund #201 from the Potawatomi <br />Zoological Society for purposes of the Potawatomi Zoo veterinary hospital construction. These <br />funds together with the remaining $78,000 previously appropriated from Parks Department Funds <br />will cover the expected construction costs of the hospital. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY <br />OF SOUTH BEND AS FOLLOWS: <br />
