Morton 2070-01 <br />Location: 1456 Lincolnway East <br />City of South Bend <br />REQUESTED ACTION: The petitioners are requesting a zone change <br /> from "B" Residential, "A" Height and Area to <br /> "PHC" Professional/Health Care to allow a <br /> medical/dental laboratory facility. <br />EXISTING LAND USE: The property currently contains an office <br /> building. <br />SURROUNDING LAND USE AND ZONING: Located to the north across Lincolnway East is <br /> vacant land zoned "B" Residential "A" height <br /> and area; to the east across Twyckenham Drive <br /> is an ATM zoned "C" Commercial,"E" height; to <br /> the south is vacant land and a parking lot <br /> zoned "B" Residential, "A" height and area; <br /> and to the west is a single-family home and an <br /> office building zoned "B" Residential, "A" <br /> height and area. <br />ACCESS: Access to the site is from Twyckenham Drive. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has not been addressed by the <br /> petitioner. <br />SITE DATA: The total site to be rezoned is 8,993 square <br /> feet. Of that, the buildings will occupy <br /> 1,257 square feet, or 14 percent of the site; <br /> the parking and drives will occupy 4,138 <br /> square feet, or 46 percent of the site; and <br /> 3,598 square feet or 40 percent of the site <br /> will remain as open space. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br /> public wells, flood hazards, wetlands or <br /> environmental hazard areas are present. <br />SITE PLAN: The site plan is preliminary. <br />AGENCY COMMENTS: The City Engineer will require a drainage plan <br />at the final site plan stage. <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />public hearing, the staff recommends that this <br />petition be sent to the Common Council with a <br />favorable recommendation subject to a final <br />site development plan. Although, the petition <br />property is bordered by "B" Residential zoning <br />to the south and west, the adjacent use to the <br />west is a medical office, and to the south is <br />a parking lot and vacant land. The existing <br />structure has previously been used as a <br />medical office. For these reasons, it is the <br />staff's opinion that "PHC" Professional/Health <br />Care zoning for this property is not out of <br />character for this area. <br />
