Protocols <br />Council President Oliver Davis called the Rules Committee to order declaring the first order of business <br />was to elect a Chair and Vice - Chair. <br />Valerie Schey nominated Councilmember Dr. David Varner to serve as Chair of the Rules Committee. Dr. <br />Fred Ferlic seconded the motion. Dr. Varner received unanimous support. Oliver Davis nominated Dr. <br />Fred Ferlic to the Vice -Chair position. Valerie seconded and all supported. <br />Oliver Davis then turned to Council Attorney Kathy Cekanski - Farrand to outline Council procedures. <br />Kathy provided a three page handout, explaining each point in summary detail. (Attached) Included <br />was a brief review of the local ordinance establishing the Rules Committee in 1977 along with a brief <br />history of the protocols followed when complaints pertinent to the ordinance have been filed. Since its <br />inception only two complaints have predicted Rules Committee responses. The nature of those <br />responses were here described. <br />Kathy then acknowledged the receipt of complaints filed against Councilmember Henry Davis. These <br />complaints claiming a violation of City Code 2 -10.1 triggered Rules Committee action. With complaints <br />officially filed and accepted the Rules Committee next designated Council attorney to investigate the <br />charges and recommend sanction if appropriate to the Rules Committee which could accept, reject, or <br />modify the recommendation. Kathy said her report would be complete by the week of March 10. <br />A motion by Valerie, seconded by Dr. Ferlic officially charged the Council Attorney with this <br />responsibility. <br />The final page of the handout established the Council's authority under state law to establish <br />Councilmember's standards of conduct, to investigate complaints and to impose sanctions. <br />The meeting was adjourned at 5:16 P.M. <br />
