White <br />At Large <br />December 4, 2013 <br />Members of the Common Council <br />4th Floor County -City Building <br />South Bend, Indiana 46601 <br />(574) 235 -9321 <br />Fax (574) 235 -9173 <br />http://www.southbendin.gov <br />Re: Substitute Bill No. 69 -13 Electronic Reporting Requirements for Precious <br />Metal Dealers, Scrap Metal Dealers, Valuable Metal Dealers, and Secondhand <br />Stores <br />Dear Council Members: <br />Since Bill No. 69 -13 was filed with the Office of the City Clerk on November 19s', we <br />have had the opportunity to continue to review the proposed ordinance which would <br />require electronic reporting of transactions in the City's effort to track down stolen <br />property faster. <br />We are filing Substitute Bill No. 69 -13 would corrects various scrivener's errors on page <br />2 where "of' was deleted and replaced with "or" and "finder" was replaced with "finger ". <br />As noted in our November 19, 2013 cover letter and in the proposed ordinance, those <br />communities which have gone to electronic reporting requirements have experienced <br />more rapid results in recovering stolen property. For example, the Fort Wayne Police <br />Department has used LeadsOnline since 2007. It has resulted in thousands of dollars in <br />stolen property being recovered; and led to "shutting down a prolific burglary ring" as <br />reported in FWPD media releases. <br />Members of the South Bend Police Department will present the Bill at next Monday's <br />Health and Public Safety Committee and at the 7:00 p.m. Council meeting. We ask for <br />Your support of this public safety initiative.
