2. Subject to public notice and a period of thirty days (30) to receive public <br />comment; subject further to compliance with any other requirement of the EPA, and upon the <br />EPA's final review and approval of the proposed attached ordinance, the South Bend Common <br />Council will formally adopt and pass the attached ordinance pursuant to its rules of procedure. <br />3.
