As the result of both teams hard -work, the best possible package, which is fair and reasonable, resulted, after many hours of debate and analysis. We recommend that the South Bend Common Council refer this ordinance to the Personnel and Finance Committee and the Health and Public Safety Committee for a joint meeting to be scheduled for Monday, September 22 °d. We further recommend that this ordinance be passed that evening by the Common Council. As noted in the joint press release issued by the FOP and the City. on August 12a' when the teams reached a tentative agreement, the package "...assures that public safety will continue to be a top priority in the City of South Bend in light of very challenging fiscal times ".
